Indeed… could well be. Not sure if that’s always the case, but probably most of the time. “Melody” is probably most often the starting point.
I should clarify that I am really talking about situations where the film composer is deliberately setting out to write a hit song, like “Moon River.” If we are talking about melody as related to a full score, then I agree with you, melody is only one element to be considered.
